        Description:
        PR# LSPE66UJY6 - This fix does a 1 time clean up of the $Programs view when the ini variable "COMPACT_CLEAN_LOCAL_PROG_VIEW". It will then write out the variable "COMPACT_PROG_VIEW_ALREADY_CLEAN" to the notes.ini, so this clean up only happens once (or until the 2nd INI variable is removed). This also fixes compact being kicked off from the client, to avoid a documented server c
